fix: treat hishel_ttl=0 as immediate expiry in sync storage (#492)

* sync storage: treat hishel_ttl=0 as immediate expiry, not as missing

SyncSqliteStorage._is_pair_expired used `or` so a zero override collapsed
into default_ttl; the async sqlite storage already used `is not None`,
and both Redis storages now share the same None-guard so an explicit
hishel_ttl=None extension no longer crashes TTL math.

* sync sqlite test: add blank line to satisfy unasync parity with async test

* tests: wrap long line in ttl=0 storage test

19 of 21 new or added lines in 5 files covered. (90.48%)
