Respect the layer's hard constraints in quick capture

Quick capture saves points without the feature form, so it now checks
the layer's hard constraints itself (e.g. geofencing) and reports their
descriptions instead of saving. Before opening the camera or the audio
recorder, it checks whether a photo, audio or video would meet the
constraints at the current GPS position, so users are warned that
recording is not allowed there instead of recording first.
