Flag ratio 13/18/21 warnings independent of fetal fraction (#279) (minor)

### Added
- Tests for the ratio 13/18/21 warning thresholds

### Changed
- Ratio 13/18/21 warnings no longer depend on fetal fraction (FFPF or FFY). A ratio between `trisomy_soft_max` and `trisomy_hard_max` is always flagged yellow.

### Fixed
- Samples with a ratio in the warning range were not highlighted yellow when their fetal fraction was normal (#276)
