Add support for braced environment variables in filelists (#1674)

Currently, when using nvc -a -f filelist, environment variables in the form $VAR are supported in filelists.
However, variables using the ${VAR} notation are not handled by the do_filelist function, causing the corresponding files to not be found.
This commit adds support for ${VAR} environment variable notation.
Most commercial tools support both $VAR and ${VAR} forms in filelists, so supporting both notations in NVC improves compatibility with existing filelists.
