fix(windows): preserve component presets across install scopes

Look for personal component presets in the other Windows installation
scope when the selected scope has no preset file. This keeps presets
available after switching between per-user and all-users installations.

Keep an existing preset file in the selected scope authoritative,
including when it is empty or invalid. When presets are recovered from
the other scope, retain them when saving to the selected scope.

Document the PowerShell completion module paths for both the default
per-user installation and an all-users installation.

Add tests for scope switches in both directions, subsequent saves,
selected-file precedence, and non-Windows and test-directory behavior.

Validation:
- 142 filesystem tests passed.
- Pre-commit, Pylint, Ruff, ty, Pyright, and Markdown lint passed.
