fix(artifact): allow colon in artifact names for Docker Hub/Quay lookup (#7043)

GetArtifactByName required owner/repo/name (3 slash-separated parts),
which meant Docker Hub and Quay artifacts (stored as repo:tag, with no
owner segment) could never be found. The proto validation pattern also
rejected ":" outright, before the handler ever ran.

Branches lookup on the provider's Class instead of the name's shape:
GitHub/GitHub App keep the existing 3-part owner/repo/name parsing and
ownership check. Docker Hub and Quay look up the name exactly as
given; any other provider class returns an error rather than silently
falling into either path.
