Add inline project draft form and scope it to the user's projects

NewDraftForm is a hand-built flex row (label + user-project
autocompleter + submit) replacing the plain project link list in
OtherDescriptionsPanel, now rendered in the panel footer. The
autocompleter is scoped to projects the user belongs to via a new
Autocomplete::ForUserProject class and user_project Stimulus
controller, rather than listing every project in the system.
