Frame the activation contract as the scheduler's model (#45)

The activation rules were introduced as "deliberately restrictive," with
each rule justified by the failure mode it removes. That framing concedes
the point it should be making. The rules match how the environments
Coheriq targets already provision work: a scheduler allocates resources
for the life of a job, SPMD ranks are fixed at launch, and srun/mpirun
settle the world size before Python starts. Nothing about that allocation
is renegotiated halfway through a run.

Lead with that correspondence instead. Process-global activation applies
to the unit the scheduler allocated, and an engine's device contexts,
communicators and memory pools belong to that process, so the choice of
engine does too. One-way activation is how a job already works: a
different configuration is a different job.

Also add the case for implementations too machine-specific to upstream at
all -- the situation in which a plugin model is the only way the work
reaches the users it was written for -- and point the overview's handoff
at the half-accelerated limbo argument by name.
