* perf(web): give server modulepreload hints a low fetch priority

* perf(web): keep entry imports and authored modulepreloads at default priority

Only module hints outside the entry's static import closure get fetchpriority="low". Links written through the head API come out as written, and the lowPriorityPreloads: false render option turns the hint off.

* perf(web): track default-priority module hints instead of low ones

The set now holds the entry closure and authored links; every other
module hint goes low. Same output, -98 B minified on the server renderer.
