Extend icon baseline correction to form.button_to buttons

The top: 2px nudge only targeted a:not(.btn) icons -- a strip-
variant Components::Button (Components::Button::CRUDBase, rendered
as form.button_to > button with no .btn class) did not get it, so an
icon-only destroy button next to icon-only Link icons in the same
row (e.g. Components::Description::ModLinks) did not line up.
