Set development.primary.pool: 10 in all three db/ templates

config/queue.yml's workers were already fixed to need 6+ connections
when pool: 10 was added to each template's test: block (PR adding
that fix only covered test, with a comment flagging development had
the identical gap). Development's pool stayed at ActiveRecord's
default of 5, silently fine until #5416's alerts queue pushed the
required thread count over it -- any dev running bin/rails server on
current main now hits a boot-time crash (Solid Queue's connection-
pool warning gets raised through MO's strict errors.add tag-type
check instead of just logging).

Adds test_db_templates_development_pool_matches_test_pool to catch a
future template whose development pool falls behind its test pool,
since the existing pool test only reflects RAILS_ENV=test.
