fix(signals): an unread derived store's derive holds nothing (#4479)

* fix(signals): an unread derived store's derive holds nothing

`createStore(fn)` keeps its derive live while nothing reads the store (its
data must survive until a reader comes). A derive that reads a verdict memo
(one over `latest()`) is a verdict reader, so when an async source it reads
went pending at a re-ask, `observeFlight` made it a frame reader: the flush
opened a transaction and held a plain write beside it until the flight
answered. A store nobody reads is no display; it observes nothing and holds
nothing (F-3, D-11). `observeFlight` skips a derive whose family has no
live target (no leaf has a node).

Found by the async-gen rerun on rc.20 (pair E3, row #5).

The live server components floor goes over its frozen cap (38,858 B
brotli, +37 B minified over the recorded) and needs a Size-Exception in
the PR body.

floor, compiled live and live + router re-record minified with caps
unchanged (Size-Exception in the PR body for the floor).
