* fix(lint): avoid prerelease Node bootstrap failures

Pin Node 24.22.2 for repository hooks and generated modules. Require
nodeenv 1.11.1 or newer in the CLI test environment and fallback lint
dependency installer so automatic Node selection excludes prereleases.
Keep the fallback pre-commit floor aligned with the existing 4.7 floor.

Preserve project-owned lint requirements and reuse installed tooling
on normal lint runs. Document explicit updates and verify the installer
alongside packaged module generation.

* fix(lint): follow LTS and require fixed nodeenv

Select Node LTS for repository hooks and generated modules to avoid
prereleases without maintaining a patch pin. Document that new hook
environments can move to a newer LTS major while cached ones are reused.

Keep nodeenv 1.11.1 as the minimum for tests and fallback installation.
Restore the unversioned pre-commit fallback and remove the extra upper
bounds introduced by the initial fix. Preserve the project's existing
development requirement and lint requirements-file precedence.
