ci: avoid blocked nested cache action in pre-commit jobs (#286)

* ci: run pre-commit without blocked cache action

The repository pins its direct GitHub Actions references to immutable SHAs, but the pinned pre-commit/action invokes actions/cache@v4 internally. NVIDIA runner policy rejects that nested tagged action before lint begins, also skipping dependent build and smoke jobs.

Invoke the already-installed pre-commit package through Poetry in both PR and release workflows. Preserve the separate holoscan lint integration check. This keeps the same hooks as the enforcing gate without loading the blocked composite action.

Validation: pre-commit run --all-files passed locally; the same workflow change passed Code Check on PR #277 before extraction.

* ci: retain pre-commit failure diagnostics

The pinned pre-commit action passed --show-diff-on-failure and --color=always. Preserve those options in both direct Poetry invocations so CI retains the same failure diffs and colored hook output.
