fix(obj): get fails when the object's chunks are missing (#477)

if the metadata exists but the chunks don't (purged, or removed by an
overwrite while reading), the read never ended: idle heartbeats kept
the consumer alive. get now fails with "object read incomplete" right
away when the chunk consumer has nothing pending, and when an idle
heartbeat confirms everything sent was received before the object
completed.
