refactor(sounds): inline the beep and wrap sounds so no audio loader is needed

The compiled library imported two .mp3 files, which made every bundler that
loads it configure an asset rule for audio (first part of #509). The sounds are
2 KB and 4 KB as base64, so they are now data URLs in src/sounds.ts, made from
the originals (moved to assets/sounds) by `npm run build-sounds`
(scripts/inline-sounds.js).

Removed with it: the `*.mp3` module declaration (src/index.d.ts), the lib/*.mp3
export, the .mp3 rule in the toolkit's webpack configuration (and its spec),
and the .mp3 jest mapping; the remaining stylesheet stub is renamed
jest/StyleStub.ts. spec/sounds-test.ts checks that src/sounds.ts matches the
files in assets/sounds, so it cannot drift, and that the sounds play from the
data URLs. The stylesheets are the other half of #509 and are unchanged.
