build!: scope the package names under @bootstrapworld

codemirror-blocks becomes @bootstrapworld/codemirror-blocks and wescheme-blocks
becomes @bootstrapworld/wescheme-blocks, next to the existing
@bootstrapworld/cmb-toolkit, as agreed in #531 (a scope names the organization
that maintains the packages, independently of which repository holds them).

Imports in wescheme-blocks (and the Less import of the example styles), the
dependency between the two packages, the --workspace flags in the root scripts
and the workflows, the install line in the README and doc/language.md, the
lockfile links and the changelog all use the scoped names. Directory names are
unchanged. Nothing is published under the new names yet; the unscoped
codemirror-blocks@0.8.6 on npm is the old package.

BREAKING CHANGE: install @bootstrapworld/codemirror-blocks, and import from
"@bootstrapworld/codemirror-blocks" and "@bootstrapworld/codemirror-blocks/lib/...".
