test(toolkit): cover the debugging page, and stub .css imports in jest

spec/toolkit/debug-test.ts tests createDebuggingInterface: the page it builds,
Download Log (a CMB Log.txt data link, added and removed around its click),
loading a log (the entry list, the cleared editor, the swapped buttons, and the
three kinds of malformed file, which alert and log the contents), and replaying
one action per click with the highlight, the skipped reset action, focus by
node number, "Done", and a log recorded by an editor and played back in another
page. debug.ts goes from 0% to 98.3% of lines.

The page imports codemirror.css, which jest could not load; the existing
stylesheet stub now covers .css as well as .less.
