test(fabric): detect silent network partitions through fault proxies (#2405)

A killed process resets its connections, so the other side notices at once. A network partition sends nothing, and only a keepalive or a timeout notices it. The new partition Describe of the Fabric faultrecovery suite cuts links this way and checks what notices the cut and that each link recovers once it is healed.

common.Proxy gains Partition and Heal. While partitioned it stops forwarding in both directions and closes nothing. It holds the bytes it reads and delivers them after Heal, so each connection resumes where it stopped. Close heals first, so no forwarding goroutine stays blocked. SetFaultProxies puts a proxy in front of alice's peer, bob's P2P port and bob's database, and rewrites both nodes' core.yaml to use them; each rewritten address must occur exactly once. nwo leaves the gRPC client keepalive off, so a silent partition of the delivery peer would never be detected. SetFaultProxies turns it on for alice only, at 60 s, the minimum ping interval nwo's peers and orderers accept, with a 10 s timeout.

The specs check that:
- alice's delivery reports reconnecting within the keepalive time plus timeout plus 10 s, reports connected after the heal, and a new tx goes final;
- bob's database reports reconnecting while it is cut off, and a tx endorsed before the cut and ordered during it goes final after the heal. The blocked queries complete on their own connections once the held bytes arrive, so the committer's retry after a lost connection is left to the Postgres restart specs;
- a view from alice to bob times out while the link is cut and works again after the heal. FSC does not detect the cut itself: the websocket between the nodes sends no pings and alice's side reads without a deadline, so the view ends on its own receive timeout. #2407 tracks the detection.
