test(engine): fix mock git repo worktree setup in PR remediator tests (#6964)

In TestPullRequestRemediate, mockUpstreamSetup creates an OS-backed
test repository with osfs.WithBoundOS().

On platforms where /tmp or /var is a symlink (such as macOS /var ->
/private/var), cloning via a file:// URL caused git to compute relative
path traversals which Billy's bound OS filesystem rejected.
Additionally, creating .github/workflows/build.yml failed because the
parent directory hierarchy had not been created.

Resolve both issues by:
1. Evaluating symlinks on the temporary directory via filepath.EvalSymlinks
   so the filesystem root and git repository paths align.
2. Creating intermediate directories with MkdirAll before creating the
   test workflow file.
