refactor(cli): modernize provider enroll command and add unit tests (#7010)

Add PreRunE flag binding, switch from GRPCClientWrapRunE to cli.GetCLIClient, and route mutation success notices to stderr. Add comprehensive unit tests using cli.RunCmdTests covering provider configuration parsing, token flow support validation, legacy provider detection, and token-based provider enrollment.
