Add a skill for bumping the Qiskit version (#102)

Documents the four-edit procedure for moving to a new Qiskit_jll: the
compat bounds, the resolve, and the binding regeneration, in the order
that works.

Records the considerations that are not obvious from the diff.  Why the
release notes and the signature diff each catch what the other misses,
how to tell an ABI-neutral signature change from a breaking one, which
artifacts are ground truth, when the compat bound can keep covering the
older version, and when that choice allows splitting the work across two
PRs.
