Update bindings from Qiskit 2.5 -> 2.6 (#101)

Regenerate lib/LibQiskit.jl against Qiskit_jll 2.6, which adds 40
functions: the QPY serialization API, the C-level pass manager, and
custom operations.  Nothing was removed.

Raise the Qiskit_jll compat bound to ~2.6 rather than widening it to
cover both.  QkCircuitDrawerConfig gains a fourth field in 2.6
(barrier_label_len), so the regenerated struct is an ABI mismatch
against a 2.5 library.  Many of the new functions are also absent
there.

Add the [compat] section that gen/Project.toml was missing.
