Remove CT::strip_leading_zeros

This was only used for the TLS 1.2 finite field DH premaster secret, where the
resulting length is inherently revealed, and its claim of being constant time
was not accurate since std::vector::resize branches on whether the length
changed. Replace it with a plain removal of the leading zero bytes in the TLS
code, along with a comment explaining why this does not enable the Raccoon
attack.
