test(integration): cover the Fabric ledger API (#2370)

No Fabric suite read a committed transaction back through fabric.Ledger: twonets calls GetLedgerInfo, and GetBlockNumberByTxID, GetTransactionByID and GetBlockByNumber ran only in fabricx-simple.

LedgerView in integration/fabric/common/views calls all four methods for a committed transaction. It reports the block number, the validation code, the ledger height and whether the returned block contains the transaction. It also returns the error GetTransactionByID gives for an unknown transaction ID. The faultrecovery FSCTopology registers it on alice and bob as "ledger", and faultrecovery.LedgerOf calls it.

A spec in the shared-network Describe of the Fabric faultrecovery suite checks that the transaction is VALID, that its block contains it and that the height is above the block number. It also checks that the error for an unknown ID contains Fabric's "no such transaction ID [<id>]", which Panurus matches to tell a missing transaction from a failed query. The spec stays out of CrashSpecs because the view parses Fabric envelopes and the Fabric-x suite runs CrashSpecs too.

The godoc of fabric.Block.DataAt and driver.Block.DataAt now says it returns nil past the last index, which the view relies on to walk a block, and fabric.Ledger.GetLedgerInfo has a godoc.
