* Document that Classic McEliece is disabled by default

CONFIGURE.md said that every OQS_ENABLE_KEM_ALG family option is ON by
default, and that OQS_ALGS_ENABLED=All selects every algorithm in
liboqs. Neither holds now that OQS_ENABLE_KEM_CLASSIC_MCELIECE defaults
to OFF, and the first was already wrong for XMSS and LMS. List the
exceptions, and describe All as leaving each algorithm at its own
setting. NIST_R4 still enables every Classic McEliece parameter set, so
its description is unchanged.

Add a datasheet advisory saying why the family is disabled by default
and how to enable it, and regenerate classic_mceliece.md.

* Remove Classic McEliece from the weekly KEM benchmark

kem-bench.yml builds speed_kem with default options. With Classic
McEliece disabled by default, OQS_KEM_new() returns NULL for its ten
parameter sets, so speed_kem exits with a usage error and those matrix
jobs would fail every week. Remove them from the matrix.
