* feat(compress): support whole-buffer preset dictionaries

* refactor(compress): unify dictionary-aware whole-buffer decoding

Use explicit input modes and consumed counts for allocating and caller-buffer decoding. Reuse bounded dictionary history across independent decodes and share the raw decoder with zlib while preserving framing, limits, and cancellation.

* refactor(compress): remove redundant caller-buffer wrappers

Use Compressor and Decompressor methods directly instead of duplicating their caller-buffer operations as free functions. Preserve existing options and behavior while reducing the public API surface.

* refactor(compress): signal decoder EOF through step

Replace gzip and zlib Decoder::finish with an optional end_of_input argument so input completion is distinct from decoder completion. Preserve latched EOF, backpressure, truncation, and terminal-state behavior while consolidating callers.

* refactor(compress): separate exact and prefix decode results

Return Bytes from exact decoding and Decompressed from prefix decoding instead of forcing both through a mode-selected result type. Retain dictionary, limits, cancellation, and two-pass support through a shared internal implementation.

* refactor(compress): separate decoder end checks from stepping

Keep ordinary decoding free of EOF flags and expose a no-buffer check_end operation. Preserve output backpressure and latched errors, with explicit tests for deferred truncation and partially accepted input.

* test(compress): trim redundant decoding coverage
