[ADDED] Account hash subject mapping functions (#8631) (#8670)

Hashes an account name to the 8 character account hash used by the v2
$JS.ACK and $JS.FC subjects (js_ack_fc_v2).

- {{AccountHash()}} or {{account-hash()}}: the hash of the account /
usable everywhere subject mapping can be used.
- {{account-hash-import()}}: the hash of the exporting account / only
available in imports
- {{account-hash-leaf-remote()}}: the hash of the remote account of a
leaf node connection amd is only resolved on the soliciting side (and
for the deny_imports the hub receives) / only available in the
deny_imports and deny_exports field of the remote part of a leaf node
configuration.

A function used where its value is not available fails with
ErrMappingFunctionNotAvailable.

Unlike existing subject mapping functions, those functions are expanded
to literal values at creation time (or deferred to when the leaf node
connects), rather than being executed for every message.

Resolves #8631
