Update dependencies, actions and pre-commit hooks; remove URL templating (#5)

- Bump hdx-python-api to 6.7.8, hdx-python-country to 4.2.7 and
  hdx-python-utilities to 4.2.6; these require Python 3.11, so drop 3.10
- Bump ruff to 0.17.3 and target py311, fixing new default-rule findings
- Pin GitHub Actions and pre-commit hooks to commit SHAs
- Remove Read.get_url and match_template, which eval'd {{...}} in URLs
  and are unused by any OCHA-DAP pipeline
