Scope admin name lookups by parent names when parent code is blank (#4)

complete_admins passed parent "" when the provider gave no parent code.
From hdx-python-country 4.2.1, AdminLevel fuzzy matches a blank parent
across the whole country, so ETH woredas with unknown codes matched
woredas in other regions (eg. Oromia / East Bale / Dawe Serer to Dawe
in Afar). When the parent code is blank, the parent p-code is now
exact matched from the provider names, top down. If the names do not
resolve, the lookup stays country-wide.

Map "Cash multi-sectoriel" (DRC 3W) to Cash. RapidFuzzMatcher
otherwise matches it to Multi.
