Add PowerPC64 support to the JIT code loader (#1712)

The in-memory ELF loader only understood x86-64 and AArch64 relocations
so nvc could not be built for anything else.  Add the PowerPC64 ELFv2
relocations LLVM emits for the small code model: TOC entries, the .TOC.
setup at the global entry point and REL24 calls.  Calls out of the
object go through a stub that saves the TOC pointer and the NOP after
the call is patched into the restore, as a linker would do.

Also move spread_nibble out of the SSE4.1/NEON block as the scalar code
uses it too.

Tested on FreeBSD/powerpc64le where the unit tests and the regression
suite pass.  The loader also works on big-endian powerpc64 but the
simulator has other little-endian assumptions, so that target is not
usable yet.
