ci: install with pnpm explicitly and allow builds through env (#28)

* ci: install with pnpm explicitly and allow builds through env

pnpm latest fails run_install with ERR_PNPM_IGNORED_BUILDS
(simple-git-hooks, spawn-sync), so test has been red on master since the
switch to pnpm 11+. Same setup as the other repos.

* ci: approve only the dependency builds pnpm ignores

pnpm 12 fails the install unless simple-git-hooks and spawn-sync are
approved. An allowlist covers local and CI installs without running
every lifecycle script.
