Commit Message

Drop git versioning and PyPI publishing.

pytrnsys is installed from git (or as part of the GUI's release), not from PyPI:
the last PyPI release was 0.7.1 in 2022. Remove the publishing workflow and,
with it, `setuptools-git-versioning`, whose tag-based version only mattered
there; the version is now a static `0.0.0`.

Add `setup.py`, `README.md` and `data/` (all read by the build) to uv's cache
keys.
