Update metrics-related methods for resource unit usage (#3522)

### Summary

Update the methods that consume the usage/metrics information from the
API, in order to support resource units:
* `Job.usage()` and `Session.usage()` - opt-in for returning resource
units
* `QiskitRuntimeService.usage()` - no interface change (but adjust the
logic to provide a client-created `usage_remaining_ru` in the same
spirit as `usage_remaining_seconds`)
* ensuring that the method that return the response directly contain
`usage`, as well as provide interface parity with local jobs

### Details and comments

Updated the integration tests minimally as well.

Fixes #3492
