web-flowbuild: support Qiskit 2.6 alongside 2.5 (#403) (#404) Relax the Qiskit requirement from `~=2.5.0` to `>=2.5.0,<2.7`. The vendored `qiskit-pyo3-ffi` snapshot addresses the C API through vtable slots, and Qiskit only ever appends slots. The snapshot must therefore come from the OLDEST supported minor, which is documented in the crate's README together with the rule not to use newer C API functions. The upper bound stays because full C ABI stability is not guaranteed yet.
