test(mutation): strengthen motor safety and AutoTune coverage

Add 62 behavior-driven test cases across motor testing, AutoTune
back-off, and IMU polling to close gaps identified by mutation testing.

- Exercise inclusive motor sequence, throttle, and duration limits.
- Verify invalid commands report precise guidance without reaching
  the flight controller.
- Check battery and connection safety across individual, simultaneous,
  and sequential motor tests, including missing monitor settings.
- Cover incomplete takeoff-weight data, sub-kilogram vehicles, invalid
  weights, and floating-point underflow.
- Verify failed gain and acceleration reductions preserve all staged
  values, reasons, and dirty flags.
- Preserve no-op behavior for locked parameters and record complete
  acceleration change reasons when the original reason is blank.
- Check continued IMU sample delivery and reuse of pending timers.

Validation:
- All 353 tests pass across the four changed modules.
- Focused mutant replay kills 65 previously surviving mutants:
  29 in motor testing and 36 in AutoTune back-off.
- Ruff, Pylint, and pre-commit checks pass.
