ci: lint and format-check with ruff (#130)

The repository had no linter or formatter wired in, so unused imports
accumulated in every unit test file (shutil.which, thumbor.utils.EXTENSION) and
in two optimizers (PIL.Image in jpegrecompress, logger in jp2), the seven
setup.py files carried stray blank lines, and make setup pointed at a root
package that does not exist.

ruff now runs in a Lint workflow and through make lint, configured in ruff.toml
with the pyflakes and pycodestyle rules (E501 stays off, since the formatter
wraps code but not long strings or comments) and the black-compatible formatter
at 88 columns. The remaining unused imports are removed, the eight files that
were not in the formatter's style are reformatted, make setup installs the test
and lint requirements on the host, and AGENTS.md describes make setup, make
lint and ruff.toml instead of saying no linter exists. Per-optimizer tests keep
running in Docker as before; the lint job needs no binaries and finishes in
seconds.
