ci: move CodeQL to codeql-action v4 and scan the workflows too (#120)

The CodeQL workflow pinned github/codeql-action@v1, which GitHub retired
(even v2 was discontinued in January 2025), and GitHub had already disabled
the workflow for inactivity in June 2022; the last analysis on record is
from 2022-06-24. A stray copy of the same workflow sat at the repository
root, where Actions never reads it.

The workflow now uses codeql-action v4 (v3 is a Node 20 action that GitHub
plans to deprecate in December 2026) and actions/checkout v7, both pinned
by commit SHA, drops the autobuild step that Python does not need, and
analyzes the actions language as well as Python so the workflows themselves
are scanned. The root copy is deleted. Pushing a new version does not
re-enable a workflow that was disabled for inactivity; it has to be turned
on from the Actions tab or with "gh workflow enable" after this merges.
