* refactor(cli): use GetCLIClient and add tests for project role grant, deny, and update

Migrate minder project role grant, deny, and update commands from cli.GRPCClientWrapRunE to cli.GetCLIClient with PreRunE flag binding. Add unit tests and golden files covering subject and email workflows, flag validation, and error propagation.
