refactor: qualify Float and Int16 outside their packages

`Float` and `Int16` are now declared in `@float` and `@int16`. Inside
core, an unqualified type name is only looked up in the current package
and in `builtin`, so these references still resolve through the
compiler's hard-coded builtin types. Write `@float.Float` and
`@int16.Int16` instead, and import `float`/`int16` where needed, so they
keep working once the compiler drops those definitions.

Affects bigint, buffer, debug, json, math, quickcheck, quickcheck/shrink,
quickcheck/splitmix, random, range and v128. No public interface changes.
