ci: add a govulncheck workflow

As in livesim2, govulncheck scans the module on pushes and pull requests
to main, on weekdays at 08:00 UTC against the latest vulnerability
database, and on demand. It fails only on vulnerabilities that the code
calls. A second step scans the wasm build, which compiles other files
such as fetch/js.go.

Unlike livesim2, it uses Go 1.27 like the other workflows rather than the
latest stable release, so that standard library findings are for the
toolchain that builds the binaries and the Pages site. Neither build has
findings with the current dependencies.
