test(integration): cover Postgres failover with a multi-host DSN and document it (#2279)

Add the spec "fails over to a promoted Postgres standby" to the long Postgres outage Describe of the Fabric faultrecovery suite, which gives bob a commit retry budget of 1 x 1s. The spec gives
bob a streaming-replication standby of his database and a two-host dataSource with target_session_attrs=read-write and connect_timeout. It waits until the standby has replayed the primary's WAL,
kills the primary, and promotes the standby. It checks that bob retries the block beyond the budget while the database is down, that the transactions delivered during the outage become Valid, and that no commit fails.

The helpers in integration/fabric/common/faultrecovery/postgres.go start, wait for, kill and promote the standby, and rewrite a stopped node's dataSource. They drive Postgres through the docker CLI, remove the standby and its volume when the spec ends, and show the standby's log if it does not start.

Document the failover in the Postgres section of docs/configuration.md: the multi-host dataSource, what target_session_attrs=read-write does, that only the committer retries a lost connection
and does not count it against committer.retries, why connect_timeout should be set, how the tls block verifies each host, and that the data_source metric label names the first host. The section
names the spec that covers the commit path and the unit tests that cover the tls block, and says what the spec does not exercise. A warning says that the failover needs synchronous replication, because with asynchronous replication the node silently misses commits the old primary had not streamed, a case the spec does not cover.

Point the sql driver test hint at the existing Postgres test file, and list the failover helpers in docs/agents/integration-tests.md.
