Install pytrnsys editable in test and dev requirements, and add uv cache keys

`requirements/test.in` and `dev.in` already asked for an editable install
(`-e file:.#egg=pytrnsys`), but because of the `#egg=` suffix
pip-compile-multi compiled it into a non-editable `file:.#egg=pytrnsys`.
Drop the suffix (as pytrnsys_gui did in b2aba654) and recompile, so that
`test.txt` and `dev.txt` contain `-e file:.`. The recompilation also
updated the headers of the `*-3rd-party.txt` files; no pins changed.

By default, uv only rebuilds a local directory when `pyproject.toml`,
`setup.py` or `setup.cfg` change, but the build also reads
`requirements/release-3rd-party.in`. Add it to uv's cache keys, so that
a cached build doesn't keep outdated dependencies (cf.
SPF-OST/pytrnsys_gui#636).
