* #2635: abort instead of NPE when a question cannot be answered in batch mode

Throw a CliAbortException in AbstractIdeContext.displayOptionsAndGetAnswer when
in batch mode without force mode, instead of returning a null answer. This makes
cveCheck abort cleanly (exit 22) rather than dereferencing the null answer and
crashing with a NullPointerException (exit 255) for 'ide -b install <tool>' on a
tool whose resolved version has CVEs. Yes/no questions now abort consistently with
the sibling ask() path. Adds a message-carrying constructor to CliAbortException and
regression tests.

* #2635: add test that batch mode with force selects the first option

* #2635: add CHANGELOG entry for the CVE batch mode abort fix
