#2519: flutter sdk commandlet (#2566)

* Add `flutter` commandlet (devonfw/IDEasy#2519)

Add a first-class `ide flutter` tool commandlet for the Flutter SDK, which
bundles the Dart SDK.

- Introduce `Tag.FLUTTER` (framework) and the `Flutter` AbstractLocalToolCommandlet,
  registered in `CommandletManagerImpl`.
- Add NLS help entries (`cmd.flutter` / `cmd.flutter.detail`) in en and de.
- Support tar.xz archives: add `TarCompression.XZ` and the corresponding
  `FileAccess#compressTarXz`, used to serve the mock test download.
- Add the Flutter license to `documentation/LICENSE.adoc`.
- Add `FlutterTest` covering installation and tool execution.

* Add `FlutterUrlUpdater` (devonfw/IDEasy#2519)

Add the url-updater side of the Flutter commandlet. Flutter publishes its
release feeds per-OS (`releases_{linux,macos,windows}.json`), so it does not
fit the single-feed `JsonUrlUpdater`.

- `FlutterUrlUpdater` extends `AbstractUrlUpdater`, fetches the three
  per-OS JSON feeds, keeps only stable-channel releases, and writes one
  `.urls` file per OS/arch using the provided sha256 checksum.
- Register it in `UpdateManager`.
- Add `FlutterUrlUpdaterTest` and the per-OS JSON feed fixtures.

* #2519: resolve PR review comments for the Flutter SDK commandlet

Address the reviewer's recommendations on the Flutter SDK commandlet:

- FlutterUrlUpdater: filter out legacy v1.x releases via a MIN_VERSION (3.0.0)
  and strip the leading v prefix through getVersionPrefixToRemove(); a plain
  'ide install flutter' would otherwise resolve to a 2018 release because a
  letter sorts above a digit in VersionIdentifier.
- FlutterUrlUpdater: isolate the per-version processing in its own try/catch so
  a single bad release cannot abort the whole feed update, and only log on an
  actual add.
- Flutter: pin PUB_CACHE into the ... (continued)
