fix(sdk): permission helpers for v3, earlier errors for conditions that cannot work (#525)

* fix(sdk): put calldataMatches' CallWithinAllowance next to the Matches

v3 Integrity requires every child of a Matches to read a parameter, so
calldataMatches(..., { callWithinAllowance }) now builds
And[Matches, CallWithinAllowance] (the allowance alone for a function
without parameters), with the selector check beside them.

* fix(sdk): allowance-only calldataMatches at the root and on bytes

Without parameters, calldataMatches with callWithinAllowance gives the
allowance alone; the root integrity check now accepts a condition that
reads no calldata, as the SDK check does. On a bytes parameter it gives
And[Pass:Dynamic, CallWithinAllowance], so the parameter keeps its type.

* fix(sdk): v3 bitmask format, bounds on comparisons, no v2 ERC721 checker

c.bitmask encodes mask and value at their own length (v3), so short values
no longer overflow a 15-byte window and longer masks work. It rejects masks
that can never pass. gte/lte at the type's bound give a Pass, gt/lt that
can never pass throw. avatarIsOwnerOfErc721 no longer points at the v2
checker, whose interface v3 does not call.

* fix(sdk): calldataMatches checks every scoping and selectors in 4 bytes

calldataMatches and abiEncodedMatches throw on scopings without a matching
parameter and on null scopings. A selector check uses a 4-byte mask, so it
also passes for calls without parameters, and calldataMatches without
parameters builds no empty Matches. Tested against Roles.
