fix: keep the tunnel while a newer session is pending (#134)

When the current session expires after sending data, the tunnel presumes
the peer lost and expires itself. That is wrong if the peer dropped its
state and re-initiated before the expiry: we already hold the newer
session it handed us, and its handshake response may simply have been
lost on the way back. Expiring then threw that session away and made us
refuse every retry from the peer until it gave up. Now the tunnel only
presumes the peer lost when no other session remains, so the peer's next
data packet promotes the newer session.
