build: move the seven packages from setup.py to pyproject.toml

Each optimizer shipped a setup.py with classifiers for Python 3.7 and
3.8, no python_requires, no declared dependency on thumbor and no Pillow
dependency for the two packages that import it; only gifv declared a
dependency, and it capped webcolors at the 1.x series, whose last
release is 1.13 from 2023. None of the distributions carried the MIT
license text, since the repository LICENSE sits three levels above the
package directories.

Every package now has a PEP 621 pyproject.toml with the same name,
version, author and description, requires-python >= 3.10, an SPDX
license expression, classifiers for 3.10 to 3.13, and dependencies on
thumbor, Pillow for jp2 and mozjpeg, and webcolors>=1.13 without the
upper bound for gifv. A copy of LICENSE in each package directory gets
picked up by setuptools' default license-files pattern, so wheels and
sdists now ship the license text. The package-dir mapping is unchanged,
so the wheels still contain only __init__.py and config.py. AGENTS.md
and the README layout now point at pyproject.toml. release-please's
python strategy updates the version key of the [project] table in
place, so releases keep working.
