feat: env values take the type of the setting in the file (#22)

* feat: env values take the type of the setting in the file

A plain setting overridden from the environment now comes back with
the type of its file value, like secrets already did with their sops
type: PORT=8080 over PORT: 3000 reads 8080, DEBUG=true over
DEBUG: false reads true. Text that does not read back exactly as that
type stays a string, and a string in the file stays a string.
