feat: secrets() and secretNames() for deploy scripts (#21)

Node.js deploy scripts can read the decrypted secrets of an env and their
names without spawning the CLI. secrets() matches `dotenv --json` and runs
keyCommand in any env; secretNames() matches `ls`. With an explicit env,
both refuse a layer that has no file, like the CLI does.
